These Councils are supported by NRC Board members and NRC members, with the Chairs / Co-Chairs appointed by the NRC President annually. The Chairs / Co-Chairs offer monthly reports to the NRC Board of Directors as their committee function requires.

Disaster Debris Council
The NRC Disaster Debris Council’s mission is to develop the best practices manual regarding disaster debris management in consultation with those already involved in disaster debris management. The best practices manual is to include types of disaster debris, C&D reuse and recycling, disaster education, disaster planning, zoning statutes, flood zone info, building codes, and disaster lessons learned. Also included are ways to avoid the creation of disaster debris by proper planning, zoning, buyouts, and education, and planning for triage in disasters to allow for reuse, recycling or organics management (e.g., get people and movable assets out of harm’s way, have plans for immediate installation of intake, triage, processing capacity in the event of disaster).

Diversity, Equity, Inclusion Council
The mission of the DEI Council is to address, explore, educate, learn about, and respond to the diversity of the human experience. In addition, the DEI Council will guide and hold the NRC accountable for the integration of diversity, equity, and inclusion into all aspects of the work by the NRC Administration, and the NRC Board of Directors. The DEI Council is responsible for ensuring that diversity training is an ongoing part of leadership training for NRC.

Markets Council
The Markets Council’s mission is to encourage the rebuilding of a strong recycling manufacturing base within the US, enhancing domestic economic activity, creating or retaining jobs, and contributing taxes to local economies. The Markets Council promotes quality streams of recycled feedstocks that will strengthen demand for recycled commodities. The Markets Council is also home governance to the Buy Recycle Business Alliance Technical Council.

Rapid Response Network Council
The purpose of the NRC Rapid Response Network is to develop and disseminate official responses from the National Recycling Coalition to inaccuracies in published articles, editorials, and “letters to the editor” about the recycling industry. The NRC encourages any of its direct and affiliate members to submit a published article, editorial or “letter to the editor” to the NRC Rapid Response Network for consideration for an official response from the NRC.
Once the submittal has been approved for an NRC official response by the NRC Rapid Response Administrative Team, the approved submittal will be distributed to the NRC Rapid Response Team, selected from a topical indexed spreadsheet, for the composition of the official NRC response. The Rapid Response Team, appointed by the President, is coordinated through the Communications Committee.
